How can I actively trade Closed End Funds based on Discount (Value) and Performance (Mommentum) automatically? - closed end funds

Does anybody know a good software or programs can do on the web, to trading strategies on the basis of the above - closed-end funds, then run the test case under certain circumstances to use (if / then) statements, for example? I want to use criteria such as rebates and performance of the database.
I also think it should be active information Daily NAV and the current market conditions of each closed-end funds.
